In a bold reaffirmation of the government’s housing agenda, President William Ruto has announced that 20 per cent of all units under the Affordable Housing Programme (AHP) will be reserved for members of the Kenya Defence Forces (KDF), National Police Service (NPS), National Youth Service (NYS) and Kenya Prisons Service (KPS).
The Head of State made this declaration during the official commissioning of the Central Bank of Kenya Police Housing Complex in Industrial Area, Nairobi County — a development he described as a model of dignity for Kenya’s uniformed forces.
“We will reserve 20 per cent of our housing units under the Affordable Housing Programme for members of our disciplined services,” the President stated.
“These officers will benefit from single-digit interest rate credit facilities — as low as 3 per cent annually — to help grow the number of home-owners in our security sector.”

CBK Police Housing Complex: Raising the Bar
The newly opened complex includes 200 two-bedroom and 10 three-bedroom fully furnished units, built to accommodate police officers attached to the Central Bank of Kenya. President Ruto said the initiative signals a fundamental shift in how the nation values its security officers.
“We cannot expect officers to protect vital institutions while living in squalor. Decent housing is a right, especially for those who safeguard Kenya’s sovereignty,” he said.
Expanding the Housing Agenda: Projects in Nairobi, Homa Bay & Kisumu
President Ruto’s remarks come as the government ramps up affordable housing projects across the country. Recent launches in Mukuru kwa Reuben (Nairobi), Homa Bay, and Kisumu counties demonstrate a growing footprint of the housing programme.
Mukuru kwa Reuben, Nairobi
One of Nairobi’s largest slum-upgrading projects is underway in Mukuru kwa Reuben, Embakasi South. The government is delivering 13,248 housing units, including:
- 5,616 bedsitters
- 3,024 one-bedroom apartments
- 4,608 two-bedroom units
These are offered through a rent-to-own model, with monthly payments starting at KES 3,900. The project targets various income levels and is scheduled for completion by March 2026.
Homa Bay County
In Homa Bay Town, the county government and National Housing Corporation (NHC) are constructing 400 units in phases, including:
- 30 studio apartments
- 40 one-bedroom units
- 40 two-bedroom houses
The estate — named Boma Yangu — is also Africa’s first EDGE-certified green housing project, with sustainable infrastructure and amenities. A health centre and commercial facilities are also planned.
Kisumu County
Kisumu is witnessing the rise of two major affordable housing developments:
- LAPFUND Makasembo Project
- 1,870 total units planned
- Phase One: 910 units already launched
- Includes preschools, solar power, elevators, and ample parking
- Lumumba Estate Project
- Target: 2,384 housing units
- Includes social, affordable, and market-rate options
- Foundation stone laid by President Ruto on May 29, 2025
National Impact and Policy Momentum
The Affordable Housing Programme is central to the Kenya Kwanza administration’s bottom-up economic agenda. It addresses not only shelter but also:
- Job creation through construction sector growth
- Urban renewal in informal settlements
- Social justice by expanding access to homeownership
President Ruto emphasized that the inclusion of security forces ensures “no one is left behind” in Kenya’s development journey
