ODM Threatens to Exit Broad-Based Deal with Ruto Over Police Killings

The Orange Democratic Movement (ODM) has issued its strongest warning yet that it may be forced to reconsider its cooperation with President William Ruto’s broad-based government, citing continued extrajudicial killings and police brutality that violate the spirit of the 10-point agenda agreed in 2023.

This comes in the wake of growing public outrage over the death of Albert Ojwang in police custody in Homa Bay, the alleged suicide of a fisherman in Mbita while in police detention, and the shooting of an unarmed protester in Nairobi — all within a span of days.

ODM Raises Red Flag on Government Commitment

Top ODM officials have accused the Kenya Kwanza administration of betraying its promises by failing to act decisively on police excesses.

“This agreement was not a blank cheque,” said an ODM insider. “Our cooperation was conditional on a shared commitment to justice and the rule of law. That is now in doubt.

The 10-point agenda, signed in 2023 by President Ruto and ODM leader Raila Odinga, included a firm commitment to ending extrajudicial killings, addressing police reforms, and upholding constitutional rights. ODM leaders now say that continued police killings suggest a breach of that agreement.

President Ruto has condemned the death of Albert Ojwang and promised that officers involved will be brought to justice. However, no arrests have been made, and confidence in the police oversight system is wearing thin.


Gladys Wanga Demands Justice for Homa Bay Victims

ODM National Chairperson and Homa Bay Governor Gladys Wanga has added her voice to the growing condemnation, calling for the prosecution of those responsible for the recent deaths and brutality.

“Enough is enough. The Kenya Police Service must carry their own cross,” said Wanga in a statement on Tuesday.
“The killing of Albert Ojwang, the suspicious death of Calvins Omondi in Mbita, and the shooting of an unarmed protester in Nairobi are symptoms of systemic impunity. The victims deserve justice, not silence.

Governor Wanga revealed that yet another victim, Gabriel Mwita Chacha, was brought to the Homa Bay County Referral Hospital with severe injuries after allegedly being beaten by police officers on Ringiti Island. His condition is critical.


“This Is Not What We Signed Up For” — ODM

ODM is now publicly drawing a red line, stating that their support for the broad-based government does not extend to condoning human rights violations.

“Our political support ends where the Constitution is broken,” Wanga said. “Illegal repression and extrajudicial executions are not part of the agreement Raila Odinga signed with President Ruto.”

The party is demanding:

  • Immediate suspension and arrest of all officers involved in the deaths.
  • Independent investigations into police brutality in Homa Bay, Nairobi, and Mbita.
  • Clear accountability from police commanders, including Deputy Inspector General Eliud Kipkoech Lagat, who has since stepped aside pending investigations.

Rising Political Pressure on Ruto

As pressure mounts, civil society organizations, opposition leaders, and international human rights groups are monitoring the government’s response. Political analysts warn that failure to act swiftly could unravel the fragile peace achieved by the Ruto–Raila handshake.

“ODM may not only pull out — they could reignite national opposition if these killings continue unchecked,” said political analyst Dr. Samwel Odhiambo.

Protests, vigils, and legal petitions are expected in the coming days, as families seek justice and Kenyans demand accountability.
