Two of the suspects were arrested in Uganda after detectives, acting on forensic leads, traced them to Kyanja Heights flats in the Nakawa suburb of Kampala. A third suspect was separately intercepted in Nairobi as investigators continued pursuing individuals allegedly linked to the July 29 killing.
The latest arrests mark a significant development in the Dr. Victoria Mutiso murder investigation, which has seen detectives from the DCI Headquarters’ Crime Research and Intelligence Bureau (CRIB), Operations Directorate and Homicide Bureau work to establish how the alleged assassination was planned and executed.
Dr. Mutiso was fatally shot in Upper Hill, Nairobi, on July 29, 2026, while travelling in an Uber.
Two suspects arrested in Uganda
According to the DCI, investigators followed forensic leads to Kyanja Heights flats, where they conducted an operation with the assistance of the Uganda Police Force.
The two suspects arrested were Police Constable Bett Kiplangat Collins, police number 118491, attached to Thogoto Police Station, and civilian Pius Muiru Mbugua.
The DCI said the two had allegedly travelled to Uganda after the murder.
“Acting on forensic analysis, the team proceeded to Kyanja Heights flats in the Nakawa suburb of Kampala.”
The National Police Service (NPS) thanked the Uganda Police Force for its assistance in locating and securing the suspects.
“The National Police Service acknowledges the professional support of the Uganda Police Force, whose cooperation made the raid, arrests and secure detention possible.”
The suspects are currently being held at Jinja Road Police Station pending arrangements for their escorted return to Kenya.
Third suspect intercepted in Nairobi
At the same time, detectives in Nairobi intercepted a third suspect identified as Samuel Karanja Gathoni, alias “Lawyer.”
The DCI said Gathoni was intercepted within the Langata Multi-Media area while heading towards Ongata Rongai.
His arrest adds another alleged link to the investigation as detectives continue examining the network of individuals suspected of being connected to Dr. Mutiso’s killing.
Police officer allegedly assigned surveillance role
Investigators have also outlined the alleged role played by PC Bett in the events surrounding the murder.
According to the DCI, the police officer was allegedly tasked with surveillance and served as co-driver to Daniel Mwangi Njoroge, whom detectives describe as a central organiser of the alleged operation.
Njoroge was reportedly driving a Land Cruiser Prado registration KDH 600A on the morning Dr. Mutiso was killed.
The DCI alleges that the vehicle was used to intercept the Uber carrying Dr. Mutiso shortly before she was shot.
“That vehicle was used to box in the Uber in which Dr. Mutiso was travelling on the morning of 29 July 2026 in Upper Hill, Nairobi, moments before she was fatally shot.”
The revelation could prove significant as investigators attempt to reconstruct the final moments before Dr. Mutiso was killed and establish the roles allegedly played by different suspects.
‘Paymaster’ allegedly handled money
Detectives have also linked Pius Muiru Mbugua to the alleged financial arrangements surrounding the operation.
The DCI alleges that Mbugua was a key link between the alleged team involved in carrying out the killing and the individual investigators believe contracted them.
The agency further alleges that Mbugua acted as a paymaster, handling funds for logistics and the movement of the alleged hit team.
“Mbugua served as paymaster, moving money for logistics and the movement of the hit team,” the DCI said.
The alleged financial trail could become an important part of the investigation as detectives seek to establish who allegedly financed and commissioned the killing.
Uganda arrests answer questions over suspects
The latest arrests also come amid speculation surrounding the progress of the Dr. Mutiso murder investigation.
The DCI strongly rejected claims that suspects had already been arrested and secretly released, or that security officials had helped suspects flee the country.
The agency described those claims as false and accused some political actors of using the case to generate what it called “cheap political mileage.”
“They peddled propaganda and rumour that the suspects had been arrested and quietly released, and that security officials had facilitated their escape.”
The DCI said the allegations were intended to undermine the investigation and damage public confidence in detectives handling the case.
“Those assertions were false.”
The agency further stated:
“They were calculated to smear the investigation, shake public trust and cast detectives as accomplices rather than pursuers.”
The arrests in Kampala, according to the DCI, provide a direct response to the claims.
“Yesterday’s arrests, effected in Kampala, are the factual answer to that noise.”
The agency added a striking message about the progress of the investigation:
“Flight delayed the file. It did not close it.”
Suspects to be returned to Kenya
The two suspects arrested in Uganda are being prepared for an escorted return to Kenya, where they will be processed and presented before court in accordance with the law.
The three latest arrests are expected to give detectives additional leads as they continue investigating the circumstances surrounding Dr. Mutiso’s death.
The DCI said it would continue updating the public on significant developments whenever it is operationally appropriate to do so.
DCI thanks Dr. Mutiso’s family and public
The DCI also expressed gratitude to Dr. Mutiso’s family, friends, relatives and members of the public for their patience and support throughout the investigation.
“That confidence made these investigations possible,” the agency said.
The DCI said detectives had continued working on the case despite intense public and political scrutiny.
The agency pledged to keep pursuing the investigation and provide further updates as significant developments emerge.
The Dr. Victoria Nthunya Mutiso murder investigation therefore remains active, with detectives now working with three additional suspects arrested in Nairobi and Uganda as they seek to establish the full chain of events behind the killing.
