Ruto's Nyanza Development Agenda: All the Promises Made During Five-Day Tour

President William Ruto has concluded his five-day development tour of Nyanza after announcing and reiterating a long list of infrastructure and development commitments covering roads, electricity, housing, water, markets, fisheries and transport.

The tour took the President through Kisumu, Siaya, Migori and Homa Bay counties, where he launched projects, inspected ongoing works and announced new government plans.

The government has described the wider development portfolio in the four counties as running into hundreds of billions of shillings. A government project breakdown reported during the tour put the value of the identified portfolio at more than KSh173.8 billion, covering hundreds of projects in the four counties.

Ruto said the government would continue implementing its transformation agenda based on commitments made to residents.

But beyond the political speeches, the five-day tour produced a detailed list of projects and timelines that residents across Nyanza will now be watching.

Kisumu: Roads, Water, Housing and Markets

Ruto's tour began in Kisumu, where roads and urban infrastructure featured prominently in the government's development programme.

The President highlighted a major roads programme targeting hundreds of kilometres of roads in Kisumu.

The government also highlighted the Lake Victoria Water and Sanitation Project, aimed at expanding water and sewerage infrastructure in Kisumu.

Housing and urban development were also part of the programme, with plans covering affordable housing, markets and student accommodation.

The government's wider project portfolio for Kisumu includes more than 60 priority projects covering infrastructure, housing, water, electricity, health, education and other sectors.

One of the major regional infrastructure projects linked to Kisumu is the planned extension of the Standard Gauge Railway from Naivasha to Kisumu.

The proposed Naivasha-Kisumu SGR Phase 2B is currently at the land acquisition and compensation stage, according to the project information reported during the tour.

Siaya: KSh32 Billion Roads Programme

In Siaya, Ruto announced that the government was investing KSh32 billion to construct 400 kilometres of new roads.

The President also launched construction of the 31.8-kilometre Kalandini-Ka Elija Road in Rarieda Constituency. The road forms part of a wider route intended to connect Busia with Muhuru Bay in Migori through Siaya, Kisumu and Homa Bay.

Ruto further said the Bondo-Usenge-Osieko road would be tarmacked afresh.

The President also inspected construction works on Dhogoye Bridge in Bondo Constituency.

Fisheries and the blue economy were another major component of the Siaya programme.

Ruto said KSh1.5 billion had been invested in nine fish landing sites, with the government seeking to increase the economic value of Lake Victoria to communities living along its shores.

The President also launched construction of the 20-kilometre Sihay-Bar Ober-Sega road in Ugenya Constituency.

Lake Victoria Ring Road

One of the biggest regional transport promises made during the tour was the Lake Victoria Ring Road.

Ruto said construction of the approximately 500-kilometre road would begin in November 2026, with the route expected to run from Busia through Siaya, Kisumu and Homa Bay to Muhuru Bay in Migori County.

The project is part of a much wider Lake Victoria Basin road programme covering several counties.

The government project portfolio describes the Lake Victoria Basin Development Project as covering about 700 kilometres of main and spur roads across Migori, Homa Bay, Kisumu, Siaya, Busia, Vihiga and Nandi counties.

Migori: Roads, Electricity and Sugarcane Farmers

In Migori, Ruto announced a major road programme while addressing concerns affecting farmers and local businesses.

The government said it was targeting hundreds of kilometres of road improvements in the county, with several individual road projects already identified and funded.

The wider government project portfolio lists major road projects in Migori, including the Kanyawanga-Koywo-Madiaba-Dede-Odongo Oher-Rabogi-Awendo Town road, the Kababu-Bondet-Nyabige-Piny Oyie road and other routes across the county.

Ruto also addressed the sugar industry and sugarcane farmers during his visit.

The President said he would return to Migori in October to oversee the payment of a bonus to sugarcane farmers.

The government also highlighted other infrastructure projects in Migori, including improvements to roads, bridges, water and sewerage facilities.

Homa Bay: KSh29 Billion Roads and KSh2 Billion Electricity

Ruto concluded the tour in Homa Bay County, where he announced some of the most significant county-level commitments of the five days.

The President commissioned the Got Rabour-Homa Bay Pier-Corner Kodoyo road in Homa Bay Town Constituency.

He said the road was part of a KSh29 billion investment to construct 400 kilometres of roads across Homa Bay County.

Ruto also announced KSh2 billion to connect 20,000 households to electricity.

The government has additionally identified modern markets and other urban infrastructure among Homa Bay's development priorities.

The wider project portfolio puts Homa Bay's identified government investments at about KSh60.9 billion, making it one of the largest county-level portfolios among the four counties covered by the tour.

Housing, Markets and Student Hostels

Housing and urban development emerged as another recurring theme throughout the tour.

The government's programme across Nyanza includes affordable housing units, markets and student hostels in several counties.

The projects are being presented by the administration as part of a wider effort to improve urban infrastructure while creating space for traders, students and low-income households.

Electricity Connectivity

Electricity access was another major component of Ruto's Nyanza agenda.

In Homa Bay alone, the President announced KSh2 billion to connect 20,000 households to electricity.

Other electricity projects form part of the broader development portfolio identified across Kisumu, Siaya and Migori.

The emphasis on electricity connectivity is intended to expand access to power for households while supporting businesses and economic activity in rural areas.

What Happens Next?

Ruto's five-day tour has left Nyanza with a long list of projects at different stages of implementation.

Some have already been commissioned or launched, while others remain under construction, procurement, design or planning.

For example, the Dhogoye Bridge is under construction, while the Lake Victoria Ring Road is expected to move into construction in November, according to Ruto's announcement. The Naivasha-Kisumu SGR extension remains at the land acquisition and compensation stage.

That means the next test for the government's Nyanza agenda will be implementation.

Residents will be watching whether the announced timelines are met, whether funding is released as stated and how quickly the promised roads, electricity connections, markets, water projects and other infrastructure move from announcements to completed projects.

For now, Ruto has concluded his five-day tour with a development agenda that spans four counties and covers some of the region's most pressing infrastructure and economic priorities.
