Nairobi Governor Johnson Sakaja, Kisumu Governor Anyang' Nyong'o and Bungoma Governor Kenneth Lusaka are among 10 county chiefs who have been named the country's worst-performing governors in a new fiscal performance assessment released by Parliament.

The inaugural County Fiscal Performance Management Index (CFPMI), developed by Parliament's Parliamentary Budget Office (PBO), evaluated all 47 county governments on how effectively they manage public finances, including budget implementation, revenue collection, expenditure management and overall fiscal discipline.

The report paints a worrying picture for several counties, with nine governors receiving a Grade D, while one received a Grade C, placing them at the bottom of the national rankings.

According to the report, Kisumu Governor Anyang' Nyong'o emerged as the lowest-ranked governor in the country with a Grade D. He was followed by Kakamega Governor Fernandes Barasa, Busia Governor Paul Otuoma and Bomet Governor Hillary Barchok, who also received Grade D ratings.

Nairobi Governor Johnson Sakaja was ranked fifth from the bottom, highlighting concerns over the capital city's fiscal management despite overseeing Kenya's largest county budget.

Others listed among the lowest-performing governors are Benjamin Cheboi (Baringo), Issa Timamy (Lamu), Joseph Ole Lenku (Kajiado) and Bungoma Governor Kenneth Lusaka, all of whom received Grade D.

Meru Governor Isaac Mutuma completed the bottom 10 after receiving a Grade C.

The Parliamentary Budget Office said the County Fiscal Performance Management Index is intended to provide an objective assessment of how county governments manage public resources. The index measures counties using key indicators such as fiscal responsibility, budget absorption, own-source revenue performance, expenditure efficiency and financial accountability.

The findings are expected to spark debate over financial management in county governments, especially as leaders prepare for the 2027 General Election, where service delivery and prudent use of public funds are expected to dominate political campaigns.

The report is also likely to increase pressure on governors who performed poorly to explain the weaknesses identified and outline measures they are taking to improve financial management and service delivery.
