Mombasa, Kenya – August 5, 2025 Detectives from the Directorate of Criminal Investigations (DCI) have arrested Shedrack Omondi Okindo, alias Hon. Mosquito, over a viral TikTok video containing seditious content, threats of violence, and incitement against the state.
The video, posted on August 1, 2025, triggered widespread public alarm after the content creator appeared to advocate for “guerrilla resistance” and threatened unrest under the guise of fighting for “freedom heroes.”

The inflammatory video gained traction on TikTok, X (formerly Twitter), and Facebook before being removed for violating platform policies and national security concerns.

Swift Operation by DCI After Digital Forensics
Cybercrime detectives tracked Okindo to his hideout in the Miritini area of Mombasa County following detailed analysis of digital footprints, metadata, and location-tagging associated with the original upload.
“The suspect used social media irresponsibly to threaten public order and incite violence. His actions were not only inflammatory but amounted to criminal behavior,” said DCI Coast Regional Coordinator David Mwangi.

Okindo was arrested early Monday morning in a coordinated operation, with officers citing the video as a clear violation of Section 77 of the Penal Code, which prohibits seditious publications, as well as provisions under the Computer Misuse and Cybercrimes Act (2018).
Disturbing Evidence Recovered
A search at his residence revealed items pointing to potential radicalisation or planned unlawful action. Among the seized items were two pairs of military-style tactical combat fatigues, a notebook with the phrase “We are going to apply guerrilla resistance tactics – Justice to all freedom heroes,” three mobile phones believed to have been used to circulate the seditious video, and pamphlets and documents associated with the obscure Justice Direction Party, which is not formally registered under Kenya’s Office of the Registrar of Political Parties.
“The writings and materials discovered suggest premeditated incitement and possible links to radical political activism,” said a senior officer involved in the investigation.

Public Reaction and Government Response
News of the arrest sparked a range of reactions online. While many Kenyans praised authorities for taking swift action, others raised concerns about increasing state surveillance on digital platforms.
“We must draw the line between free expression and criminal incitement. The internet is not a space to promote hate or threaten peace,” said Interior Cabinet Secretary Kithure Kindiki in a statement on Tuesday.
Government Spokesperson Isaac Mwaura echoed that sentiment, urging content creators to exercise caution and civic responsibility.
“Freedom of speech is not freedom from consequences. We are closely monitoring digital spaces to ensure national cohesion is not compromised by reckless individuals,” he said.

What’s Next for Hon. Mosquito?
Okindo is currently in custody at the DCI’s Coast Regional Headquarters and is expected to appear before the Mombasa Law Courts later this week. Prosecutors are preparing to charge him with publication of seditious material, incitement to violence, and cybercrime-related offenses.
“Let this serve as a clear warning to others: digital incitement will not be tolerated. If you misuse your platform, the law will catch up with you,” warned DCI Director Mohamed Amin.
Authorities are also investigating whether the Justice Direction Party has any affiliations with known extremist networks or illegal movements.
