Rising Tensions as Opposition Declares IEBC a “Rigging Tool” for 2027
Kenya’s newly formed People’s United Opposition has come out guns blazing, accusing President William Ruto and ODM leader Raila Odinga of conspiring to capture the Independent Electoral and Boundaries Commission (IEBC) ahead of the 2027 general elections.
In a fiery press statement dated May 13, 2025, the coalition alleged that the reconstituted electoral commission is nothing more than a rigging tool, crafted to guarantee Ruto’s re-election through partisan appointments and state interference.
“What we feared has now come to pass,” declared Hon. Kalonzo Musyoka, Wiper Party leader. “This is not a commission for the people. It’s a campaign tool, crafted to guarantee Ruto’s re-election—with Raila’s quiet nod.”

Flawed Process, Partisan Appointments
According to the opposition, the IEBC selection process was fundamentally flawed from the outset. The selection panel, they claim, was effectively an extension of State House—comprising Ruto loyalists and advisors acting under instructions. Key constitutional principles like public participation, consultation, and political neutrality were thrown out, they argue, resulting in a commission that lacks legitimacy and public trust.
Among the appointments challenged is Hassan Noor, who the opposition claims was not on the original shortlist but was later included under political pressure from Suna East MP Junet Mohamed. Similarly, Joy Midivo—a known UDA party official—and Charles Nyachae, a longtime Ruto ally, were controversially shortlisted despite clear conflicts of interest. The panel’s impartiality has also come under scrutiny following revelations that Dr. Adams Oloo, a panel member, is currently serving as President Ruto’s strategic communications advisor.
The most contentious nomination is Erastus Edung, proposed as Chairperson. The opposition claims Edung is a Ruto loyalist with links to State House through Comptroller Josphat Nanok. His previous record as County Attorney in Turkana, they allege, is riddled with failure and political bias. “This is state capture and electoral fraud in motion,” said Hon. Martha Karua, leader of the People’s Liberation Party. “The Constitution under Article 88(2) demands impartiality. What we are seeing is the exact opposite.”
People’s IEBC: A Shadow Commission for Electoral Integrity
In a significant move, the opposition announced the formation of a People’s IEBC—a citizen-led oversight commission that will track and mirror the official IEBC’s activities. According to the coalition, this body will uphold the values of integrity, transparency, and constitutionalism, as outlined in Article 10 of the Constitution.
“We are establishing a People’s IEBC to restore trust and constitutionalism,” said Hon. Fred Matiang’i, leader of the United Progressive Alliance (UPA). “We will not let Kenyans walk blindly into another rigged election.” The coalition also demanded the immediate release of the selection panel’s full exit report, Hansard records, and interview criteria to allow public scrutiny of the IEBC recruitment process.
A Democracy on the Brink
The opposition warned that the crisis surrounding the IEBC is not just about the 2027 general elections, but about the future of Kenyan democracy. They pledged to mobilize millions of citizens to resist what they termed a blatant attempt to hijack electoral institutions for partisan gain.
“Even if Ruto installed himself as IEBC chair, Kenyans will still send this rogue regime home,” said Deputy President-turned-opposition leader Hon. Rigathi Gachagua. “We are ready to mobilize millions to defend the republic.”
They reminded Kenyans that the right to free, fair, and credible elections is enshrined in the Constitution, and that this right must be protected with urgency and resolve. “This is about safeguarding national values and constitutionalism,” added Hon. Eugene Wamalwa, leader of DAP-Kenya. “We either resist now—or lose everything by 2027.”
Opposition Leadership Profile
The People’s United Opposition comprises an unprecedented alliance of veteran leaders and political heavyweights, including: H.E. Hon. Stephen Kalonzo Musyoka, SC (Wiper Democratic Party); Hon. Martha Wangari Karua, SC (People’s Liberation Party); H.E. Hon. Rigathi Gachagua, EGH (2nd Deputy President of the Republic of Kenya); Hon. Eugene Wamalwa, EGH (DAP-Kenya); Hon. Justin Muturi, EGH (Democratic Party); Mr. Torome Saitoti (Jubilee Party); Hon. Fred Matiang’i, EGH (United Progressive Alliance); and Hon. Mukhisa Kituyi, EGH (former UNCTAD Secretary General).
What Comes Next?
The coalition has promised a robust civic education campaign, public protests, and legal action to push back against what they call the “Ruto-Raila electoral coup.” Under the slogan “Resist. Reclaim. Rebuild.” the opposition is preparing to rally citizens nationwide to defend democracy and prevent electoral manipulation. As the battle for 2027 heats up, the country is poised for yet another high-stakes political showdown—with the integrity of Kenya’s democracy hanging in the balance.
