Kimilili Member of Parliament Didmus Barasa has urged President William Ruto to take decisive action against corruption and tribalism within Kenya’s public service.
In a statement shared on his social media platforms, Barasa commended the President for his recent reshuffling of Permanent Secretaries, which he believes will significantly improve service delivery and foster a more inclusive government.

“Your Excellency, Dr. William Samoei Ruto, thank you for the shake-up at the PS level to enhance inclusivity,” Barasa wrote, praising the move as a step toward ensuring a more balanced representation in government positions.
However, the Kenya Kwanza MP also emphasized the need for further reform. Barasa urged the President to extend his reshuffling efforts to Cabinet Secretaries and other senior civil servants, focusing on tackling entrenched tribalism and exclusivity that persist within various government agencies.

“As you now focus on CSs, do not overlook the deep-rooted tribal discrimination and exclusivity that thrive among Heads of State agencies, mid-level civil servants, Directors of constitutional commissions, financial institutions, commercial/manufacturing sectors, regulatory bodies, and public universities,” Barasa stated.

He called for urgent reforms to promote fairness, inclusivity, and equal opportunities within all levels of government and public service.
Barasa’s remarks reflect growing concerns over the long-standing issue of tribalism in public service appointments, which critics argue has hindered national cohesion and effective governance. Addressing these issues, according to Barasa, is essential for ensuring the government serves all Kenyans equitably.
President Ruto’s Recent Cabinet Reshuffle and Broad-Based Government Efforts
On Thursday, President William Ruto announced several significant changes as part of his efforts to build a more broad-based government. This reshuffle aims to include individuals from different political affiliations, including supporters of opposition leader Raila Odinga, as part of fostering unity and inclusivity.
The changes included the appointment of former ICT Permanent Secretary Professor Edward Kisiangani as President Ruto’s senior advisor. This move aligns with the President’s vision of integrating diverse political voices into the government. In addition, Health Cabinet Secretary Susan Nakhumicha, who had been caught up in the Gen Z protests, was appointed as Kenya’s permanent representative to the UN Habitat in Nairobi.
These appointments reflect Ruto’s commitment to promoting a more representative and balanced government, responding to calls for political inclusivity. However, despite these efforts, Barasa’s call for reform in addressing tribalism and corruption highlights that much work remains to ensure fairness and equity in all public service sectors.
